The Hong Kong International Data Privacy Academy (“the Academy”) was officially launched on 16 June 2026 by the Honourable Mr Paul LAM Ting-kwok, GBS, SC, JP, the Secretary for Justice of the Government of the Hong Kong SAR, China, and other officiating guests during the 30th Anniversary Privacy Protection Summit of the Office of the Privacy Commissioner for Personal Data (“PCPD”).
The PCPD established the Academy to actively align with the Country’s 15th Five-Year Plan in supporting Hong Kong’s development as an international high-calibre talent hub and the Government’s policy under the “One Country, Two Systems” to leverage the distinctive advantages of enjoying strong support of the Motherland and being closely connected to the world. It also aims to support the formulation and implementation of the first Hong Kong’s Five-Year Plan by the HKSAR Government under the leadership of the Chief Executive, thereby integrating actively into and serving the overall national development.
Overview
The Academy provides a flagship training programme on privacy / personal data protection matters for organisations, privacy protection practitioners and other stakeholders in Hong Kong, the Chinese Mainland and other parts of the world, supported by various professional associations and industry groups.
The Academy seeks to assist organisations and the public to respond to today’s evolving compliance environment, where organisations often need to manage both domestic and cross-jurisdictional obligatory requirements and navigate emerging data governance challenges arising from artificial intelligence (AI) and other new technologies.
The Academy aims to offer courses which are practical, practitioner-oriented and have an international dimension. It would bring together regulators, practitioners, academia, and experts from Hong Kong, the Chinese Mainland and overseas to share real-world insights that strengthen organisations’ capabilities to protect personal data privacy and promote a privacy-friendly culture.

To establish the Academy as a leading regional and international platform for promoting a culture of protection of, and respect for, privacy in relation to personal data, thereby strengthening Hong Kong’s role as an international talent hub and thought leader in data privacy protection, thereby integrating actively into and serving the overall national development.
Mission
To actively align with the Country’s 15th Five-Year Plan in supporting Hong Kong’s development as an international hub for high calibre talent and the Government’s policy under the “One Country, Two Systems” to leverage the distinctive advantages of enjoying strong support of the Motherland and being closely connected to the world;
To support the formulation and implementation of the first Hong Kong’s Five-Year Plan by the HKSAR Government under the leadership of the Chief Executive;
To support the implementation of the HKSAR Government’s initiative to undertake “AI Training for All”;
To equip organisations (including data users / data processors in Hong Kong and data controllers / data processors in other places) with up-to-date local, national and international data privacy protection regulatory developments; and
To create a platform to strengthen collaboration on education and training with other data protection authorities, academia and experts, both locally and those from the Chinese Mainland and overseas.
Target Participants
Organisations (data users / data controllers / data processors) and practitioners who support compliance and data governance, including data protection officers, legal and compliance teams and data / AI governance practitioners, as well as members of the public, in Hong Kong, the Chinese Mainland and other jurisdictions.
Programmes of the Academy
Provide accessible, practical and introductory awareness-building seminars on data privacy protection for members of the public, organisations and practitioners, covering regulatory developments in the protection of data privacy in Hong Kong (e.g. introduction to Personal Data (Privacy) Ordinance), the Chinese Mainland and other jurisdictions, as well as common personal data protection challenges encountered by organisations and the community.
Focus on compliance and implementation, including lessons from data breach cases, data security measures and personal data protection in the age of AI, alongside common organisational functions and sectoral contexts.
Track timely developments and help practitioners respond to emerging risks relating to the protection of personal data, such as risks inherent in the development and use of AI, cross-boundary transfers of personal data, data security trends, fraud prevention and children privacy, with an emphasis on practical implications for organisations and practitioners.
Feature distinguished experts in data privacy or related fields, with a view to facilitating strategic, forward-looking discussions, both locally and internationally, on emerging issues affecting personal data privacy amid rapid technological development.
Provide tailored-made in-house offerings upon request to organisations, with a view to enhancing their awareness and capabilities in preventing and addressing data breaches and AI incidents.
Offer online access to selected Academy seminars, enabling organisations, practitioners and other stakeholders to access practical training on the protection of personal data privacy anytime and anywhere.
