What's New - Promoting Privacy Protection in AI – Privacy Commissioner Speaks at the Hong Kong AI Literacy & Governance Conference 2026

In her keynote address titled “AI Governance: Joint Effort in Building a Resilience System”, the Privacy Commissioner highlighted that “Hong Kong’s First Five-Year Plan” and the Honourable Chief Executive’s 2026 Policy Address fully align with the important principle of adopting a holistic approach to development and security as set out in the National 15th Five-Year Plan. She pointed out that AI resilience is not simply a matter of technical safeguards but it depends on whether organisations have put in place robust governance structures, risk management mechanisms and incident response plans.
She highlighted that, to assist organisations in strengthening AI governance and safeguarding personal data privacy, her Office has issued various guidance materials, including the “Artificial Intelligence: Model Personal Data Protection Framework”, “Checklist on Guidelines for the Use of Generative AI by Employees” and the “Protecting Personal Data Privacy in the Use of Agentic AI”. She also outlined the key recommendations set out in these guidance materials.

The Privacy Commissioner for Personal Data (Privacy Commissioner), Ms Ada CHUNG Lai-ling, attended the Hong Kong AI Literacy & Governance Conference 2026 organised by the Hong Kong Association of Interactive Marketing on 30 September 2026 and delivered a keynote address.In her keynote address titled “AI Governance: Joint Effort in Building a Resilience System”, the Privacy Commissioner highlighted that “Hong Kong’s First Five-Year Plan” and the Honourable Chief Executive’s 2026 Policy Address fully align with the important principle of adopting a holistic approach to development and security as set out in the National 15th Five-Year Plan.
