Acting Chief Personal Data Officer (Compliance & Enquiries) of the Office of the Privacy Commissioner for Personal Data (PCPD), Mr Brad KWOK, was interviewed by TVB News’ “A Closer Look” on the privacy issues arising from the use of CCTV systems.
During the interview, Mr Kwok explained that if a CCTV system has recording function and that a data user seeks to identify specific persons or compile information about identified individuals through the CCTV, the recording might constitute collection of personal data under the Personal Data (Privacy) Ordinance (PDPO) and the data user must comply with the requirements of the PDPO, including the Data Protection Principles specified therein.
The PCPD has issued the “Guidance on CCTV Surveillance and Use of Drones” which offers advice on the application of Data Protection Principles in the use of CCTV, with a view to enabling organisations to use CCTV in a manner which is in compliance with the requirements of the PDPO.
