[Data Protection Principles in the Personal Data (Privacy) Ordinance - from the Privacy Commissioner]New publication: "Data Protection Principles in the Personal Data (Privacy) Ordinance - from the Privacy Commissioner's perspective" (2nd Edition)

This publication explains, in a systematic and in-depth manner, the ways in which the six data protection principles and some related provisions of the Personal Data (Privacy) Ordinance ("the Ordinance") have been generally applied and interpreted by the Privacy Commissioner for Personal Data.  The topics explored include fundamental concepts such as "personal data", "data user" and the meaning of "collect", as well as the six data protection principles.  Where available, references were made to the relevant case law, decisions by the Administrative Appeals Board, as well as views taken by the Privacy Commissioner in the handling of complaints and enquiry cases in discharge of his regulatory functions and powers.

Given the effects of the Ordinance which are increasingly felt by the public, this book will be of special value to data users, legal practitioners, and individuals who are interested to acquire a better understanding of the Ordinance, especially from the compliance point of view.

Plenary Meeting

On 5 May 2009, over 120 members attended the first plenary meeting for this membership year. The meeting was one of the activities of the Privacy Awareness Week 2009 (3-9 May).

Ms Sonia Chan, Coordinator of the Office of Personal Data Protection, Government of Macao Special Administrative Region was invited to speak on the "Personal Data Protection Act".

Besides, the PCDP staff took the opportunity to brief members on the investigation reports issued by PCPD and decisions of the Administrative Appeals Board. Members have gained valuable knowledge on the interpretation and application of the Personal Data (Privacy) Ordinance.

A luncheon was arranged before the meeting to allow members to share their experience in a relaxed environment.



Familiarization Visit to the Cathay Pacific Airways Limited

One of the major functions of the DPOC Club is to provide a platform for members to learn good practices in data protection from each other. To achieve this goal, the Club organized a familiarization visit to the Cathay Pacific Airways Limited on 1 November 2007. Mr. Albert Wong, Manager Personnel Strategy & Relations and Ms Anthea Leung, Assistant Personnel Manager of Cathay Pacific, delivered an informative presentation to 47 members about its data protection practices and online training module. Members also had the rare opportunity to tour around the Flight Training Centre and the Cabin Crew Safety Training School. Members were glad to learn the innovative and interesting ways of instilling the notion of personal data protection into the work culture for all levels of staff.

Visit to the Sony Corporation of Hong Kong Limited   

One of the major functions of the DPOC Club is to provide a platform for members to learn good practices in data protection from each other. To achieve this goal, the Club organized a familiarization visit to the Sony Corporation of Hong Kong Limited on 26 May 2006. At the meeting, Ms Candy Wong, Legal Manager of Sony Hong Kong, delivered an informative presentation to over 70 members about the success of Sony's personal data protection campaign. Members were glad to learn the innovative and interesting ways of instilling the notion of personal data protection into the work culture for all levels of staff.
