The framework offered is an adaptation of a generic
planning model in that it links the sequential activities
of analysis, planning, implementation and control. This
cycle, depicted in the figure below, should be dynamic
in responding to changes, if not capable of anticipating
them. System development, trouble-shooting and upgrades
should ensure that the bar is raised on performance
criteria and new challenges identified and addressed.
