Appointment of Deputy Privacy Commissioner for Personal Data
1. The Privacy Commissioner for Personal Data, Mr. Allan Chiang, is pleased to announce, following an open recruitment exercise, the appointment of Ms. Lavinia Chang as the Deputy Privacy Commissioner for Personal Data with effect from today (7 December).
2. Ms. Lavinia Chang, a solicitor by profession, joins from the Intellectual Property Department (IPD) of the HKSAR Government, where she served since 2007 as the Assistant Director with responsibility for legislative advice and registration policy on patents, trade marks and designs, and legislative advice on copyright. Prior to that, she was IPD’s senior hearing officer for many years. Before joining the Government, Ms. Chang was a lawyer in private practice with major international legal firms in Hong Kong and Ireland.
3. "Ms. Chang brings with her more than 20 years of experience in legal practice, public administration and public service to the Office of the Privacy Commissioner for Personal Data (PCPD). With her proven leadership skills and extensive knowledge and experience, I am confident she will make significant contributions in leading the PCPD and meeting the challenges ahead." Mr. Chiang said.
4. The recruitment exercise was conducted by a selection board which comprised Mr. Chiang, Professor John Bacon-Shone (Director, Social Science Research Centre, University of Hong Kong) and Mr. Anthony Chow (Partner, Peter C. Wong, Chow & Chow).
