The Privacy Commissioner for Personal Data ("PCPD") is an independent office established by the Personal Data (Privacy) Ordinance ("the Ordinance"), to protect the privacy of individuals in relation to personal data. To cope with the fast expansion of the activities of the PCPD, we are now seeking qualified candidates who wish to develop a career in personal data protection, to fill a number of vacancies in the following posts.
(A) Chief Personal Data Officer
Remuneration
Monthly salary ranging from $82,975 to $95,595, commensurate with qualifications and experience.
(Remarks: Candidates with lesser work experience may be considered for appointment at the lower rank of Senior Personal Data Officer)
Terms of Employment
By fixed term, renewable contracts
Requirements
| a) |
A recognized degree preferably in law, social sciences, public administration or information technology; |
| b) |
Substantive working experience of 10 or more years in law enforcement or regulatory work, public service complaint handling, standard assurance or data system compliance, of which not less than 4 years are performed at senior supervisory position; |
| c) |
Broad exposure to policy formulation and research work;
|
| d) |
Grade "C" or above in Use of English in the Hong Kong Advanced Level Examination (HKALE), or a minimum overall band score of 7 in the International English Language Testing System (IELTS) with the Writing Subtest score not lower than 6.5, or equivalent. Good command of written and spoken Chinese, preferably Grade "C" or above in Chinese Language and Culture or Chinese Language and Literature of the HKALE, or equivalent; proficiency in Putonghua an added advantage;

| e) |
Knowledge of the requirements of the Ordinance or personal data privacy matters a definite advantage;
|
f)
|
Energetic leader and self-starter with good judgment, strong analytical and inter-personal skills; and |
g)
|
Proficiency in operating Microsoft applications and Chinese word processing. |
Duties
| Chief Personal Data Officer is tasked to: - |
| a) |
lead and supervise a multi-disciplinary professional team in complaints handling; compliance checks and audits; investigations to enforce compliance with the provisions of the Ordinance; or to provide policy advice and undertake research projects, surveys and public consultation exercises on major/topical privacy matters; |
| b) |
formulate and improve the policies and procedures of investigation and compliance work to achieve enhanced efficiency and productivity; |
| c) |
develop codes of practices, guidelines/guidance notes to promote compliance by data users with the requirements of the Ordinance; and |
| d) |
lead, coordinate, or to represent PCPD in conferences, meetings, working groups and discussions on personal data privacy matters. |

(B) Senior Personal Data Officer
Remuneration
Monthly salary ranging from $53,060 to $80,080, commensurate with qualifications and experience.
Terms of Employment
By fixed term, renewable contracts
Requirements
| a) |
A recognized degree preferably in law, social sciences, public administration or information technology; |
| b) |
A minimum of 8 years relevant working experience or more years in law enforcement or regulatory work, public service complaint handling, standard assurance or data system compliance, of which not less than 2 years are in the team leader capacity; |
| c) |
Grade "C" or above in Use of English in the Hong Kong Advanced Level Examination (HKALE), or a minimum overall band score of 7 in the International English Language Testing System (IELTS) with the Writing Subtest score not lower than 6.5, or equivalent. Good command of written and spoken Chinese, preferably Grade "C" or above in Chinese Language and Culture or Chinese Language and Literature of the HKALE, or equivalent; proficiency in Putonghua an added advantage;

| d) |
Knowledge of the requirements of the Ordinance or personal data privacy matters a definite advantage;

independently handle complaints, compliance checks, audits and enquiries, and initiate other enforcement actions for compliance with the provisions of the Ordinance; |
| b) |
assist Chief Personal Data Officer in formulating and improving the policies and procedures of investigation and compliance work, conducting research projects and compliance audits and developing codes of practices or guidelines relating to personal data privacy; and |
| c) |
represent PCPD in conferences, meetings, working groups and discussions on personal data privacy matters. |
